libopenblas-dev software package provides Optimized BLAS (linear algebra) library based on GotoBLAS2, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libopenblas-dev
libopenblas-dev is installed in your system.
Make ensure the libopenblas-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libopenblas-dev *
You will get with libopenblas-dev package name, version, architecture and description in a table
